Since the adoption of a federal constitution in 2012, Somalia’s governance has involved both a federal government and several federal member states (FMS) such as Puntland, Jubaland, Galmudug, Southwest, and Hirshabelle. However, cooperation between these entities has been rocky. Disputes over resource sharing, electoral processes, and the distribution of power have often led to political standoffs.<br />
Khayre understood that without a strong, functioning federal structure rooted in mutual trust and accountability, Somalia’s progress would stall. He made it his mission to bring stakeholders together and to turn dialogue into policy
